Article 20
A Lieutenant Grand Master and/or a Governor can be elected by the Prince Grand Master to assist him.
In the interregnum which occurs between the death or resignation of the Prince Grand Master and the election of a permanent successor, or if, for any reason, the office of the Prince Grand Mater is left vacant, the Lieutenant Grand Master or the Governor will act on his behalf.
An appointed Lieutenant Grand Master shall remain until a successor to the Prince Grand Master is elected. The appointment of the Lieutenant Grand Master is then terminated.
Article 21
The Grand Chancellor is the chief executive officer of the Order. He is responsible for implementing the policy decisions of the Government and the Supreme Council, as well as for certifying and registering the activities of the Order. The Grand Chancellor shall serve for an indefinite period at the pleasure of the Prince Grand Master or the Governor of the Order .
Article 22
Some senior members of the Supreme Council of the Order may be accorded the privilege of remaining on the Supreme Council. Their position will be of Honorary Member for Life. These Honorary Members of Life may be removed for breach of the rules or if they are detrimental to the function of the Supreme Council. These Honorary Members for Life shall not have a vote at the Supreme Council but will participate in deliberations in a consultative capacity.
Honorary Members for Life shall retain for life the title of OSJ Senator.
Article 23
The Prince Grand Master has the faculty to nominate a Governor of the Order. When so elected, his powers are indicated in his nominee decree.
Article 24
The Prince Grand Master or the Governor has the faculty to nominate a General Secretary of State. When so elected, his powers of inspection, control and supervision are indicated in a specific decree and eventually followed modifications.
Article 25
The official language of the Order is English. However, all Acts and Decrees of the jurisdictional organs may be compiled and set out in the most convenient language. In any case of conflict, the Prince Grand Master or the Governor will issue the final and definitive version of said document.
The Grades of the Order
Article 26
The chivalric ranks for gentlemen, in ascending sequence of seniority, are:
- Knight (of Grace or Justice)
- Knight Commander (of Grace or Justice)
- Knight Commander Grand Cross (of Grace or Justice)
- Bailiff Grand Cross (of Grace or Justice)
Article 27
The chivalric ranks for gentlewomen, in ascending sequence of seniority, are:
- Dame (of Grace or Justice)
- Dame Commander (of Grace or Justice)
- Dame Commander Grand Cross (of Grace or Justice)
Article 28
The chivalric ranks of the Order are conceded in the Category of Justice to those postulants who can provide proof of nobility; or in the Category of Grace to those who cannot provide such proof but who, by service, have proved their worthiness and dedication to its ideals.
The Order may also issue to deserving people of all faiths a special Certificate of Merit, this is reserved for non-members.
